Over the past nine years since its launch in 1998, 38% of the 1.15m participants in the New Deal for Young People have failed to find a permanent job. Moreover, four out of nine places are taken by those who have been on the programme before. Problems are arising from young people’s lack of basic skills, and the programme’s failure to engage with those with complex needs.
