The White Paper, A new system of child maintenance, represents a fundamental change in child support policy making. It proposes that all parents should be encouraged to make their own private arrangements for child maintenance. The plan is also to replace the Child Support Agency with a new body, the Child Maintenance and Enforcement Commission. In this report, the Work and Pensions Committee welcomes the Government’s attempts to reform the system, but, has some reservations, mainly about lack of sufficient detail for proper scrutiny of how the system would work. In addition, it states that there are some inherent tensions and contradictions within the White Paper between the principles and practicalities of the reform.
