This report presents the findings of a research project funded by the Economic and Social Research Council (ESRC)  aiming to develop new knowledge on the effects of devolution on accounting, management and governance on democratic accountability and to explore how public management culture and accounting is shaping democratic accountability in devolution. The findings of the research are relevant for informing the ongoing debates on devolution, decentralisation, regionalisation and federalism in the UK and elsewhere. The project is a comparative case study. As benchmark cases to the devolved national assemblies in the UK, this study examines the practices of New Zealand and Norway.
