This paper identifies the key characteristics for high performing politicians in local government. The findings are based on a review of existing models of political leadership and primary research into the performance of executive members and leaders in UK local government. Hay conducted 360 degree diagnostics on 41 councillors in 13 local authorities covering unitary, metropolitan, county and district councils, collected data on their styles of leadership and competencies (behaviours), correlated this data with assessments of performance (impact on results, leadership of others and performance as a councillor) for each and then looked at the key differences between the high and average performers – asking what behaviours and styles distinguished the high performers. Structured interviews were conducted with 11 of the high performing political leaders to better understand their actions.
