This research was conducted before the 2010 election and explored how well prepared were public sector managers for the likely cuts in budgets, irrespective of who won. Perhaps most striking was the willingness of many managers to consider exactly the same innovative responses to the recession that were used in the private sector, to preserve employment by sharing the pain of reductions in labour costs.
