This submission is a response from the new economics foundation (nef) to the Government's consultation on the proposed high speed rail link between London and northern cities (HS2), 'High Speed Rail: Investing in Britain's Future – Consultation.' Nef's interest in this issue is in the decision-making process; having no position on whether HS2 should or should not ultimately go ahead.
