This briefing explains why the TUC strongly disagrees with those who say that older workers are keeping younger people out of jobs and say that, at a time of high unemployment, older workers should 'stand aside'. The briefing acknowledges that the Government has been right to prioritise employment programmes for young people, but urges that it is time to address the unemployment of older workers as well.
