In this pamphlet the TUC argues that it is time to look to other models of change in the public services. Market-based solutions have been tried in a variety of forms over the last 25 years and have consistently been found wanting. The TUC also proposes that an alternative approach now presents itself in the form of ‘public value’. The pamphlet does this in two sections. The first details the nature and the problems of the market-based approach to public service reform. The second explores the notion of public value as a new approach to reform and suggests refinements.
