The primary aim of this paper is to report on the evidence gathered so far on the agency working industry in the UK. The three main sources of evidence are:

  1. Survey of Recruitment Agencies (SORA), an EMAR-led survey on agency workers
  2. Recruitment and Employment Confederation (REC) data including their ‘census’ and monthly tracking survey;
  3. Labour Force Survey (LFS)

As well as the following additional evidence:

  1. Research led by REC and supported by EMAR;
  2. A number of academic papers referenced on page 20 of the report

These sources are summarised in this paper to present the nature of the industry in relation to agency workers, the agencies and businesses that use agency workers. However, none of these sources are the definitive word on agency working; the aim of this report is to make an assessment on the best available evidence.
