This guidance describes CQC's approach to regulating, inspecting and rating providers of specialist mental health services. These services are for people with mental health needs, learning disabilities and autism and include care, treatment and support provided in hospital and in the community. It forms part of a public consultation CQC carried out on their approach to regulation and inspection of all sectors.

The new approach builds on CQC's consultation, A new start, which proposed radical changes to the way all health and social care services are inspected and regulated. The inspection methods would be tailored to different types of health and social care services and they would be informed by specialist expertise. The proposals included a national team of expert inspectors that would include clinical and other experts, including people with experience of receiving care. The inspectors would use professional judgement, supported by objective measures and evidence, to assess services against five key questions:

  • Are they safe?
  •  Are they effective?
  • Are they caring?
  • Are they responsive to people’s needs
  • Are they well-led?

This would include ratings to help people compare services and to highlight where care is outstanding, good, requires improvement or inadequate.
