What do we mean by ‘enterprise’ and ‘culture’? Asks this paper. ‘Enterprise’ and ‘culture’ are terms that are multi-dimensional and often used conceptually or to describe a form of economic activity and its related social-psychological elements. The quest for an adequate definition has been described as being like the “hunt for the Heffalump. All who claim to have caught sight of him report that he is enormous, but they disagree on his particularities” 1. But if we are to create an enterprising culture, people at the grassroots need to be able to understand and identify with these concepts.  This initial discussion paper sets out a perspective from Enterprise Insight to prompt discussion, given the overall lack of consensus on the subject. From a policy perspective, being clear about the concept and meaning of key terms is important. Clarity on these matters will allow for a better understanding of the kind of measures that are relevant to promote enterprise. And neither is this a matter of technical interest. Inconsistent use of the language of enterprise makes it hard to communicate effectively and design effective provision.
