This impact assessment evaluates the diverse forms of working in recent decades including an expansion of flexible working which has been shown to benefit employers and employees as well as wider society. While much of this is determined directly between employer and employee the introduction of the right to request flexible working for parents of young children (in 2003), for carers (in 2007) and for parents of older children (in 2009) has contributed to this culture change.
