Since 1988, the government has voluntarily provided support for people affected by HIV and/or hepatitis C through treatment with NHS supplied blood or blood products. However, the system has attracted criticism from those it is intended to help.

A consultation ran from 21st January to 15th April 2016 on proposals for reform and this response sets out a full analysis of over 1,500 responses to the consultation, the detail of the final proposals for the new scheme, and an overview of the transition arrangements.
