The London Drug and Alcohol Network (LDAN) homelessness project, in partnership with Shelter and Homeless Link, ran from 2009 to March 2013 with the aim of promoting closer working between agencies from the drug and alcohol sector and homelessness and rough sleeping services, and supporting them to develop more effective interventions and pathways to recovery.
This report is a resource for both sectors in London, providing an overview and update of key issues for policy and practice, and summarising some of the topics explored at LDAN forums, as well as highlighting innovations in meeting the needs of rough sleepers and homeless individuals with histories of dependency and complex needs. It also provides directions to the resources accrued over the lifetime of the project. The report also includes an overview of policy and service developments up to April 2013, with changes including the ending of the Supporting People ring fence, the widespread adoption of the Places of Change model and the introduction of new models of services including No Second Night Out and No-one Living on the Streets as well as the first large-scale use of a Social Impact Bond to address rough sleeping.
