This briefing concerns the Home Office consultation on proposals to restrict access to free NHS services for some migrants. The Migrants' Rights Network considers that these proposals are unjustified, will not achieve their aims and will cause significant anguish and suffering amongst vulnerable irregular migrants. If introduced, the health levy will be an extra cost to what is already a very expensive process of applying for visas in the UK. Many migrants will pay the extra fee but for some it might make the difference between coming to the UK or choosing another destination. The UK may therefore lose some valuable migrants, including international students, to other countries.
