The New Belongings programme aimed to:

  • Increase the extent to which local authorities (LAs) used the experience and wisdom of care leavers to take decisions about the services provided to care leavers.
  • Ensure that LAs engaged all the services of the authority and its partners in providing excellent services and support.
  • Help authorities engage effectively the wider local community in the task of improving the daily lives and future life chances of care leavers.

This document is an independent evaluation of the programme, and looks at the implementation, early progress, and effects of its phase 2.
