These essays address the need for reform of the planning system for regulating the supply of land and what can or cannot be built on it. The recent Barker Review of land use planning and housing supply makes recommendations to improve the responsiveness, efficiency and transparency of the planning system. The purpose of this set of papers is to explore Barker’s recommendations, come up with practical means of implementing some of them and suggest alternative solutions for others.
