Summary of a review that draws together evidence, potential learning points and areas of distinction between pension reform in the UK and pension systems in comparator countries. The review focuses mainly on the introduction and implementation of workplace pension reforms that aimed to encourage private pension saving among individuals of working age. It centres on eight case study countries (Australia, Canada, Denmark, New Zealand, Norway, Poland, Sweden and Uruguay) all but one of which had instituted pension reforms that were similar in some respect to the proposed reforms in the UK. The review comprises of a rapid evidence assessment and telephone interviews with pension experts in the case study countries.
The study was commissioned as part of a programme of research and analysis carried out by the Department for Work and Pensions to inform the implementation and estimation of the likely impacts of the workplace pension reforms.
