In December 2010 Care Quality Commission (CQC) completed a review of services for people who have had a stroke and their carers. This document sets out the assessment framework for the CQC review, including the definitions of the review’s scored indicators and how they are combined to produce the scored assessment for each local area.  It also sets out the process for Primary Care Trusts (PCTs) and Adult Social Services Departments for ratification of the results of the review and dealing with any final ‘extenuating circumstances’.  The framework deals solely with the quantitative construction and analysis of the data.
