The Local Government Association (LGA) has long campaigned for reform in the care and support system and the aspiration is to see measurable improvements now and in the future. The Care and Support White Paper (2012) would be the next important milestone on this journey and its publication should continue building the momentum for reform. This reference guide set out what the LGA hoped to see in the white paper and the measures that the organisation would be using to make an informed judgement on it and its potential impact.
