This report examines the regulation and management of controlled drugs by providers of health and social care.  It includes reports from partner organisations as an appendix. The Controlled Drugs (Supervision of Management and Use) Regulations 2006 were designed to ensure that controlled drugs were managed effectively without interfering with their appropriate clinical use. Good governance of controlled drugs should apply in all health and social care settings and individual practices where controlled drugs are prescribed, stored, administered or transported.  This report includes sections on measures taken to ensure the safe management of controlled drugs in health and social care organisations and progress on recommendations in the 2008 report.  A substantial part of the report analyses national trends in the use and management of controlled drugs.
