The current government is determined that more people have the opportunity to buy their own home, and is keen to ensure first time buyers find it easier to take their first steps onto the property ladder. The Prime Minister announced the Starter Homes scheme to do more to help first time buyers. This reform will free up the planning system to help to provide more low cost, high quality starter homes for first time buyers – without burdening the tax payer. This consultation sets out the Starter Homes proposals and seeks views about the proposed planning policy change and its implementation.

The consultation runs 15 December 2014 to 9 February 2015.
