Children’s public health commissioning responsibilities for 0-5 year olds will transfer from NHS England to local authorities on 1 October 2015. Local authorities are well placed to identify health needs and commission services for local people to improve health, and this transfer will join up that already done by local authorities for children and young people aged 5–19.

This document gives an overview of the changes to how 0-5 services are commissioned.
