The Adult Social Care Outcomes Framework (ASCOF) is the Department of Health’s main tool for setting direction and strengthening transparency in adult social care. The framework was first published in March 2011, and since then has been kept under constant review to ensure a continued focus on measures that reflect the outcomes which matter most to users of adult social care services and their carers.

This document sets out the ASCOF for 2015/16. Its content has been co-produced with the social care sector, including local authority representatives through the ASCOF Reference Group. This document:

  • Describes how the ASCOF should be used as a tool to support local improvement in care and support;
  • Provides a national commentary 3on adult social care outcomes in 2013/14;
  • Sets out the ASCOF for 2015/16; and
  • Outlines a forward look for the development of the ASCOF in future years, in particular considering the implication of the Care Act 2014.
